Lahpai Naw Ming, a Founder of Kachinland News, Passes Away

Lahpai Naw Ming, one of the founders and chief reporter of the Kachinland News, passed away friday at his Mai Ja Yang home at 10 pm. He is survived by his wife and a daughter.
Sara Naw Ming, often referred by Kachin youths for his dedication, was wounded by the Burmese military fire while reporting for the battle news from KIA frontline Kawngwai post, near Loije on Jan 4, 2012. He has finally succumbed to the injuries from the wound after years of enduring pain.
Sara Naw Ming was born in Mantong, a village in Namtu Township in northern Shan State. He attended Basis Education High School No. (1) in Lashio. He studied at the Myanmar Institute of Theology (MIT) and University of Distance Education (Mandalay).
He was interrogated and briefly detained for producing a Kachin documentary titled “Galoi Mi She” translated as “When will it be?” during school years at MIT with fellow members of Kachin students’ association. After his graduation, he served as a minister at Mantong Kachin Baptist Church and a lecturer at Kutkai Theological Seminary.
He later settled in Mai Ja Yang and founded Sinpraw Bum Media, making documentaries and providing media training to youths in KIO administrative area.
Naw Ming was awarded the third Pyitu Gon Yee, the Citizen of Burma Award on May 27, 2012 for his service to his people.

Battles Intensify As Burmese Army Continued its Attempts to Seize KIA’s Frontline Posts

KIA sources said Burmese army troops made several attempts last week to seize KIA’s Nhkram Gidon post, located near Laiza on the road between Myitkyina and Laiza in Sama County, and Lai Hpawng post, located in Gara Yang area in Sadung County. Burmese army will not stop their offensives until they have those two frontline posts, said a KIA officer.
A combined force of about 300 Burmese army troops from 50th LIB, 121st LIB, 260th LIB, and 381st LIR on Wednesday launched another attack on KIA’s 252nd Mobile Battalion’s Nhkram Gidon post from three directions at around 7:30 am. This is the fourth time that Nhkram Gidon post has been attacked in a week. KIA sources said Burmese army troops fired several 60 mm, 81 mm and 120 mm mortar rounds from Kagam, Nhkram and Sama junction. About 200 soldiers from Myitkyina have reinforced Burmese army in two days and some are still on the way, reported a local source.
The same frontline post was attacked yesterday with several artillery shells at around 5:15 pm. KIA sources said Burmese army troops approached Nhkram Gidon post from two directions following artillery attacks. Gang Dau Yang-based Burmese army’s artillery unity fired 3 rounds of 105 mm howitzer on KIA positions near Nhkram on Sept 19 at around 2 pm. Burmese army’s artillery unit currently based at Lapai Kawng reportedly fired 2 artillery rounds on Nhkram Gidon post on Sept 18 at 10 pm, reported KIA frontline sources.
Burmese army’s artillery unit currently stationed at Dingga on Wednesday fired several artillery rounds on KIA’s Lai Hpawng Kawng post at 7:30 am. Lai Hpawng post was attacked with 8 mortar rounds on Sept 19 at 7 pm. In last week, a combined force of Burmese army’s 16th LIR, 50 th LIB, and 86 th LIB launched a ground assault on KIA’s Lai Hpawng Kawng Post followed by 20 artillery rounds. Kagam Bum- based Burmese army’s artillery unit reportedly fired several 120 mm mortar rounds on Lai Hpawng post on Sept 19 at 3:30 pm.
Burmese army’s artillery units from Nahpaw and Kagam on Wednesday reportedly fired several artillery rounds on KIA frontline positions beginning early in the morning.
In northern Shan State, A battle took place Tuesday between KIA’s 17th Battalion troops and Burmese Army troops under 99th Light Infantry Division at Shan Htung Bum in Kunlong Township at 10 am,  reported a KIA frontline source. The source said the two sides encountered at Shan Htung Bum as Burmese Army troops encroached into Gang Ming Pang Hak area. The battle lasted for about three hours.
KIA’s security forces battled an unknown Burmese army unit near Gara Yang in southern Kachin State on Sept 20 at 6:15 am.
Meanwhile, several abuses against civilians have been reported as battles intensified between the KIA and Burmese army.
Burmese army troops reportedly stopped local travelers on Hpakant road, Bhamo road, and Myitkyina road and searched their cell phones. Soldiers’ cellphones searches of local passersby in the street at Katsu village have been reported on Sept 20.

Sources in Kutkai said Burmese Army troops interrogated 10 Mung Si villagers and detained them at its base in Mung Si in northern Shan State on Sept 19.

The 21st Panglong Political Metaphor[ism]: A Utopian Federal System for the 135 Ethnic Minorities in Burma.

Principle of Metaphor and Its Associated Politics:
A figure in “rhetoric” in which the meaning of one word is transferred onto and in a certain sense combined with that of another, being constructed as same attitude as a simile. Whereas it abandons the implicative words like “like” and “as” so that the statement that “that man is like a pig” is juxtaposed onto the unrealistic conclusion that “the man is pig.” A certain metaphor game is played for the legitimacy of imperialism and its effects.
For instance,
The first Panglong treaty sculptured between the stated-represented-ethnic nationalities and Burmans essentially has two historical dimensions. First, it is in a way of generating a colossal strength and a collective unity amongst ethnic nationalities and burmans in order to meet the criterion of uniformity demanded to meet the achievement of the Burma’s independence from British colonialism. Second, it is, politically, to create the country as a union instead of a unitary country in its character.
In a metaphoric view, the 1947 Panglong accord rightly states in which all seven state represented ethnic nationalities and Bama altogether eight are made a unanimous consent to co-exist with the federal democratic system in Burma.
However, in a rhetoric of the 21st century Panglong, the issue of 135 groups of peoples, which was created by the military junta in 1989, has hoisted one of the major agenda in all ongoing talks. In the same way, Aung San Suu Kyi disclosed this issue convincing President Obama during the oval interview last week. She remarked to the President that the presence of 135 different ethnic peoples has been something that refers that a federal democratic system might not be the right mean of political solution in Burma.
She played a metaphoric politics hereby that the being of ethnic diversities in Burma merely justifies to the western world, informing “there is disunity or incapability or divisions among ethnic minorities” to implement a federal system in Burma since its independence.
In fact, the Panglong agreement is just like a covenant where the exiting ethnic nations did not agree to sign each accord for the creation of political divisions, fractions and disunities, but did gave their political commitment to be united under “the rule of federal democracy in Burma.”
On a contrary, the 21st century Panglong under the supervision of Aung San Suu Kyi has put up a rhetorical game with respect to the 47 Panglong by interposing/translating a different and a disagreeable statement. It states that “the Panglong federal system is singled out political divisions and in capabilities among ethnic peoples and subsequently, it is an unattainable political system in Burma.”
Current political trend does shift of its rhetorical concept from the reality of the federal democracy of the eight ethnic (the state and collective ethnic representing federal union) representations based on the 1947 Panglung agreement to unlikely to be accommodating in the new federal union for the 135 ethnic groups in Burma.
In fact, this political notion being manufactured in the country by the current NLD led regime, which is still backed up by the Burman military wing, has lobbied their political rhetoric to be legitimated both inside the country and international faces outside.
At any rate, in view of metaphoric analyst like me, the feeding of the rhetorical notion of the unacceptability of the 135 ethnic minorities' federal system in Burma against the collective eight ethnic federal democracy system in Burma merely demystifies a sort of neo-imperialism of the dominant Bama against the rest in Burma.

“I wanted to request that she visit Kachin IDP camps and demand an opening of aid relief to border camps,” he told The Irrawaddy, referring to 120,000 civilians uprooted by war and spread across more than 100 displaced people’s camps in northern Burma. The Irrawaddy reported in June that Kachin IDPs must survive on assistance of just US$0.25 per day.
Gum San Nsang was told by UN mission staff that it was Burma’s permanent representative to the UN in New York—and not the State Counselor—who had made the decisions regarding event speakers.

Members of the US-based Kachin community were disappointed by the removal of their representative from a set of speakers at a New York meet-and-greet on Saturday with State Counselor Daw Aung San Suu Kyi.

Gum San Nsang, president of the Kachin Alliance advocacy group in Washington, was invited by Burma’s Permanent Mission to the United Nations to the event as an ethnic Kachin representative. The invitation indicated that representatives from different designated groups would be allotted a time slot for a speech to Daw Aung San Suu Kyi, who will be in attendance.

The Irrawaddy made contact with staff from Burma’s UN mission in New York, but they would not comment on the situation or provide additional information regarding Saturday’s event.

Tu Aung Myitung, general secretary of the Kachin Alliance, regretted that the group had lost “a great opportunity” to speak on behalf of their community, and he remains puzzled by the permanent representative’s decision. “It does not make any sense that they don’t want to give us any chance to speak with Daw Aung San Suu Kyi during the meeting,” he added.

The change to Gum San Nsang’s invitation came only one day after the White House pledged to lift remaining economic sanctions on Burma after meeting with the State Counselor in Washington.

On Monday—only two days before the announcement to eliminate most sanctions—the Kachin Alliance had penned an open letter to US President Obama calling any move to abandon economic restrictions “extremely premature” given ongoing military abuses in Burma, including the systematic use of rape and torture against civilians.

The letter was highly critical of the Tatmadaw—the Burma Army—and their “lack of progress” toward adherence to international human rights standards and democratic norms.

While Gum San Nsang was told the reason given for the cancellation of his speaking time was “limited space,” others speculated whether the decision was connected to the publicity that the Kachin Alliance’s letter received.

“One could question [whether] this is because of our statement,” said Ja Mai. “We feel our voice is being silenced and that the concerns and input of the Kachin community in America are being disregarded.”

Daw Aung San Suu Kyi has been criticized for her failure to condemn Burma Army abuses in Kachin State since a ceasefire between the Kachin Independence Army and the Burmese military broke down in 2011.

“The army which she repeatedly claims is [her] ‘father’s army’ is the army which her country’s villagers flee from,” Gum San Nsang said, referring to the late Aung San—Burmese independence icon and the founder of the country’s military—who was also the State Counselor’s father.

On a weekend in September 2012—almost four years ago to the day—Daw Aung San Suu Kyi, then a member of Parliament, first spoke to members of the US-based Burmese community at Queens College in New York. When asked about fighting in Kachin State, she had said that she “did not want to add fire to the conflict” by criticizing any of the players involved.

To protest what they described as her “silence on the humanitarian crisis in Kachin State,” members of the Kachin Alliance did not attend Daw Aung San Suu Kyi’s Congressional Gold Medal Ceremony in Washington in 2012.

“Taking a stand of impartiality in aggression by an elephant against a mouse is not taking the side of justice,” Gum San Nsang said of her position on the conflict.

The Kachin activists—who have opted out of attending the event on Saturday—said it is unlikely that the war and displacement in northern Burma will be a topic of discussion.

ျမန္မာသံ႐ုံးဆိုတာ ႏိုင္ငံျခားေရးဝန္ႀကီး ေဒၚေအာင္ဆန္းစုၾကည္ရဲ႕ လက္ေအာက္မွာ ရွိေနရမွာပါ။ အဲဒါေျကာင့္ အေမရိကန္ႏိုင္ငံဆိုင္ရာ ျမန္မာသံ႐ုံးကလည္း ျပည္ေထာင္စုျမန္မာႏိုင္ငံ၊ ႏိုင္ငံျခားေရးဝန္ႀကီးဌာနကို သတင္းပို႕ရမွာ ျဖစ္တယ္။ အခု ျမန္မာသံရုံးက နယူးေယာက္ၿမဳိ႕မွာ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႕ ေတြ႕ၾကဖို႕ တိုင္းရင္းသားအဖြဲ႕အစည္းေတြကို ဖိတ္ေခၚတဲ့ေနရာမွာ တိုင္းရင္းသားအဖြဲ႕အစည္းေတြကို ခြဲျခားဆက္ဆံျခင္းျဖင့္ အခ်င္းခ်င္းသပ္လွၽဳိမႈမ်ား လုပ္ပါတယ္။ ဥပမာ-ခ်င္းကို ဦးစားေပးၿပီး ကခ်င္ကို ႏွိမ္ျခင္းပဲ ျဖစ္တယ္။ ေဒၚေအာင္ဆန္းစုၾကည္ကေတာ့ မတူကြဲျပားမႈကို အင္အားအျဖစ္ အသုံးခ်မယ္ေျပာတဲ့ရက္မွာပဲ ကခ်င္အဖြဲ႕ကို ေပးထားတဲ့ ကတိကို ဖ်က္ၿပီး ခ်င္းအဖြဲ႕ကိုပဲ ဦးေဆာင္ေစခဲ့တာမ်ဳိး ျဖစ္ပ်က္ခဲ့ပါတယ္။ ဒါဟာ လူႀကီးလူေကာင္းဆန္တဲ့အလုပ္ မဟုတ္ပါဘူး။ ႏိုင္ငံျခားေရးဝန္ႀကီး ေဒၚေအာင္ဆန္းစုၾကည္ မသိဘဲ ေဆာင္ရြက္ေနတဲ့ကိစၥမ်ား ရွိေနသလား၊ ေဒၚေအာင္ဆန္းစုၾကည္ကို အသိေပးၿပီး ေဆာင္ရြက္ေနတာလား မိမိတို႕ မသိရွိရေသးေပမဲ့ ျမန္မာသံ႐ုံးဟာ အရင္က လူေဟာင္းေတြနဲ႕ပဲ စခန္းသြားေနၿပီး အရင္က အမူအက်င့္အတိုင္း ေဆာင္ရြက္ေနျခင္းပဲ ျဖစ္ပါေတာ့တယ္။
ေကာင္းပါၿပီ။ မိမိတို႕ႏိုင္ငံကို အမွန္တကယ္ပဲ တုိးတက္ေစခ်င္ရင္ ျမန္မာစစ္တပ္နဲ႕ ျမန္မာသံရုံးက အရင္လိုအခ်ဳိးမ်ဳိး မခ်ဳိးရပါဘူး။ ျမန္မာ့တပ္မေတာ္နဲ႕ ျမန္မာ့သံ႐ုံးတို႕ေၾကာင့္ပဲ အေဝးေရာက္ျမန္မာေတြဟာ ေဒၚစုကို အေဝးကေန ႏႈတ္ဆက္ရတာပါ။ ေဒၚစုကလည္း ဦးတည္ရာလမ္းေၾကာင္ကေန ထြက္လာၿပီး ဒီျပည္သူေတြကို လာေတြ႕ရတာပါ။ ေနာက္ၿပီး စစ္အစိုးရဆန္႕က်င္သူေတြနဲ႕ မဆန္႕က်င္သူေတြကို ခြဲျခားဆက္ဆံေနဆဲပါ။ ဒီလိုခြဲျခားဆက္ဆံမႈေတြဟာ ေနရာတိုင္းမွာ ရွိေနပါေသးတယ္။ အဲ့လိုပဲ ျပည္နယ္နဲ႕ျပည္မအရ ခြဲျခားဆက္ဆံမႈလည္း ရွိေနပါေသးတယ္။ စီးပြားေရကို ဖြင့္လုိက္တာနဲ႕ ကုန္သြယ္ေရးက စီးဝင္သြားမယ္။ ဒီကုန္သြယ္ေရးကို ဘယ္သူက လက္ဝါးႀကီးအုပ္သြားမလဲ။ ဗမာေတြကို မုန္းတီးလို႕ ေျပာတဲ့စကား မဟုတ္ေၾကာင္းကိုေတာ့ မိမိတို႕လိပ္ျပာသန္႕ပါတယ္။ ဒါေပမဲ့ နဂိုကတည္းက ဗမာေတြကပဲ ေနရာယူထားႏွင့္ၿပီ ျဖစ္ပါတယ္။ စစ္တပ္နဲ႕ ဆက္စပ္ေနတဲ့ စီးပြားေရးသမားေတြကို ဖြင့္မေပးဘူးလို႕ ေျပာေနေပမဲ့ အေမရိကန္ဖြင့္ေပးထားတဲ့ ခ႐ိုနီအခ်ဳိ႕ကိုေတာင္ တိုင္းရင္းသားစီးပြားေရးသမားေတြက ယွဥ္ၿပဳိင္ဖို႕ မလြယ္ကူပါ။ တိုင္းရင္းသားေတြကို အဆင္သင့္ျဖစ္ေအာင္လည္း အစိုးရက ေလ့က်င့္ပ်ဳိးေထာင္ေပးထားတာ မရွိပါဘူး။ ကခ်င္မွာ နည္းနည္း ရွိမယ္၊ ရွမ္းမွာ နည္းနည္းမ်ားမယ္၊ က်န္တိုင္းရင္းသားေတြမွာ အစိုးရနဲ႕ ဝင္ထြက္သြားလာႏိုင္တဲ့ ပုဂၢဳိလ္ေတြ သိပ္မရွိဘူး။ စစ္တပ္နဲ႕ တည့္ေအာင္ ေပါင္းတတ္တဲ့ လူေတြ မရွိသေလာက္ပဲ။ ဥပမာ-တနသာၤရီမွာဆိုရင္ ေဒသခံေတြက စီးပြားေရးကို မပိုင္ေတ့ာဘဲ ဗမာေတြပဲ လာေရာက္ျခယ္လွယ္ေနပါေတာ့တယ္။ မိမိတို႕လိုလားတာက ႏိုင္ငံေတာ္အတိုင္ပင္ခံပုဂၢဳိလ္အေနနဲ႕ စီးပြားေရးကို ဖြင့္ေတာ့မယ္ဆိုခဲ့ရင္ မိမိတို႕ျပည္တြင္းက လူေတြကို အရင္ေလ့က်င့္ေပးရမွာ ျဖစ္တယ္။ လူ႕အရင္းအျမစ္ဆိုတာ သဘာဝသယံဇာတအရင္းအျမစ္ထက္ ပိုၿပီးေတာ့ အေရးႀကီးပါတယ္။ ေနာက္ၿပီး ျပည္နယ္အေျခစုိက္ စီးပြားေရးမဟုတ္ဘဲ ျပည္မအေျခစုိက္၊ ဗဟိုအစိုးရလက္ဝါးႀကီးစီးပြားေရးပဲ ျဖစ္မွာ မ်ားပါတယ္။ ဒါဟာ တရားမွ်တမႈ မရွိဘူး။
ျမန္မာႏိုင္ငံမွာ ျပည္တြင္းစစ္ မၿပီးေသးပါဘူး။ သမၼတအိုဘာမားနဲ႕ သူ႕ေျပာေရးဆိုခြင့္ရွိသူကလည္း ျပည္တြင္းစစ္မၿပီးမခ်င္း စစ္တပ္နဲ႕ ပတ္သက္ေနတဲ့ လုပ္ငန္းေတြကို ဖြင့္ေပးမွာ မဟုတ္ဘူးလို႕ ဆိုပါတယ္။ ဒါကို မိမိတို႕ႀကဳိဆိုပါတယ္။ ျမန္မာစစ္တပ္ဟာ စီးပြားေရးနဲ႕ ပတ္သက္ရမွာမဟုတ္သလို ႏိုင္ငံေရးနဲ႕လည္း မပတ္သက္ေစရပါဘူး။ ဒီမွာ မိမိတို႕လိုလားတာက ျမန္မာစစ္တပ္က ျပည္တြင္းစစ္ၿပီးဆုံးမွမဟုတ္ဘဲ ျမန္မာစစ္တပ္က ႏိုင္ငံေရးကေန ထြက္သြားမွ စီးပြားေရးကို ျပန္ဖြင့္ေစလိုျခင္းပဲ ျဖစ္တယ္။ ဒီလို မွ်မွ်တတ ေတြးၾကည့္ပါ။ ျမန္မာႏိုင္ငံဟာ ဆင္းရဲတယ္ဆိုေပမဲ့ စစ္တပ္က ဘတ္ဂ်က္ထဲက (၄)ရာခိုင္ႏႈန္းေက်ာ္ဆိုလား ရယူပါတယ္။ ဒါဟာ တိုင္းျပည္ဘတ္ဂ်က္ကပါ။ လႈိ႕ဝွက္အက္ဥပေဒအရ စစ္တပ္သုံးတဲ့ ဘတ္ဂ်က္ကို မိမိတို႕ မသိရွိရေသးပါဘူး။ ဒီလိုဆင္းဆင္းရဲရဲ ရွိေနတဲ့အခ်ိန္မွာေတာင္ တိုင္းရင္းသားေတြက ျမန္မာ့တပ္မေတာ္ရဲ႕ ထိုးစစ္ကို ေကာင္းေကာင္းမခုခံႏိုင္ေသးပါ။ တကယ္လို႕ ျမန္မာ့စီးပြားေရးအားေကာင္းလာခဲ့ရင္ တိုင္းရင္းသားတပ္မေတာ္အဖြဲ႕အစည္းေတြအတြက္ ေနစရာေနရာရွိေတာ့မွာမဟုတ္ဘူး။ ေနာက္ၿပီး မၿငိမ္းခ်မ္းေသးတဲ့ ေဒသမွာ စက္႐ုံ၊ အလုပ္႐ုံလာေထာင္လို႕ ရွိရင္ ျမန္မာ့တပ္မေတာ္က ဒီစက္႐ုံအလုပ္႐ုံေတြကို အထင္အျမင္မွားေစမဲ့လုပ္ရပ္ေတြကို လုပ္ၿပီး တိုင္းရင္းသားေတြအေပၚ ပုံခ်မွာ အေသအခ်ာပါပဲ။ ရန္တုိက္ေပးတဲ့ေနရာမွာ ျမန္မာ့တပ္မေတာ္က နံပါတ္တစ္မို႕ အေမရိကန္အစိုးရနဲ႕ တိုင္းရင္းသားတပ္မေတာ္ေတြၾကားမွာ ေျဖရွင္းရမဲ့ကိစၥေတြ အမ်ားႀကီး ျဖစ္လာစရာ ရွိတယ္။ ေနာက္ၿပီး အေမရိကန္စစ္တပ္၊ ၿဗိတိန္စစ္တပ္တို႕က ျမန္မာ့တပ္မေတာ္ဘက္မွာ ရွိေနတယ္ဆိုတဲ့ ျပည္သူ႕အျမင္ဟာ အဆိုးဆုံး ျဖစ္တယ္။ ဒါဟာ တိုင္းရင္းသားေတြရဲ႕ တန္းတူေရးစစ္ပြဲကို အမ်ားႀကီး အခက္ေတြ႕ေစမွာ ျဖစ္တယ္။
ဒါေပမဲ့ NLD အစိုးရဟာလည္းပဲ အက်ဥ္းထဲအၾကပ္ထဲ ေရာက္ေနေၾကာင္း မိမိတို႕သိရွိထားပါတယ္။ အေမရိကန္ စတဲ့ ျပည္ပအကူအညီသာ မရရွိခဲ့ရင္ ၂၀၁၆ ခုႏွစ္အတြက္ လိုေငြကေတာ့ ေဒၚလာဘီလီယံနဲ႕ပါ။ ဒါေၾကာင့္ ျပည္သူတို႕အတြက္ မျဖစ္ခဲ့ရင္ေတာင္ ေလာေလာဆယ္မွာ NLD အစိုးရအတြက္ က်ားကန္ထားဖို႕ အေထာက္အကူ ျဖစ္ေစပါလိမ့္မယ္။ ဒါေၾကာင့္ ျမန္မာအေမရိကန္ကုန္သြယ္ေရးဟာ ခ်က္ခ်င္းလက္ငင္း စတင္ရမဲ့ အေျခအေန ျဖစ္တယ္။ ျမန္မာသြင္းကုန္ေတြကို အခြန္ေလွ်ာ႕ခ်ေပးတဲ့ကိစၥဟာလည္းပဲ ေကာင္းမြန္တဲ့ ကိစၥတစ္ရပ္ပါ။ တကယ္လို႕ ကုန္သြယ္ေရးဥပေဒကို ႏိုင္ငံတကာစံမီေအာင္ ျပင္ႏိုင္ခဲ့ရင္ ျမန္မာ့စီးပြားေရးက အေႏွးနဲ႕အျမန္ တုိးတက္လာမွာက အေသအခ်ာပါပဲ။ အလံကေတာ့ တူေတာ့ အေရွ႕ေတာင္အာရွက အီသီယိုပီးယားလို႕ပဲ ေခၚစမွတ္ျပဳရပါေတာ့မယ္။ အီသီယိုပီးယားဆိုတာ အဖရိကထဲက က်ဴးေက်ာ္စစ္နဲ႕ ျပည္တြင္းစစ္ေၾကာင့္၊ ရာသီဥတုေၾကာင့္၊ ငတ္မြတ္ေခါင္းပါးမႈေၾကာင့္ လူသန္းခ်ီ ေသဆုံးခဲ့ရၿပီး ကမၻာ႕အဆင္းရဲဆုံးႏိုင္ငံဘဝကေန အခု ကမၻာ႕ဖြံ႕ၿဖဳိးမႈအျမန္္ဆုံးႏိုင္ငံအျဖစ္ ကမၻာ႕ဘဏ္က သတ္မွတ္ရပါတယ္။ ျမန္မာက အီသီယိုပီယားလို ျဖစ္ခ်င္ရင္ ပထမဆုံး ျပည္တြင္းစစ္ကို အဆုံးသတ္ရပါ့မယ္။ ဒုတိယ-စစ္တပ္အသုံးစရိတ္ကို ဘတ္ဂ်က္ရဲ႕ (၁)ရာခိုင္ႏႈန္းထက္ မပိုရပါဘူး။ ျပည္နယ္အေျချပဳစီးပြားေရး ျဖစ္ရမယ္။ လူတိုင္း အခြင့္ထူးခံစားရ။ ဒီေလာက္ပါပဲ။

ျမန္မာႏိုင္ငံ၏ လူကုုန္ကုူးမႈ တိုက္ဖ်က္ ကာကြယ္ေရးႏွင့္ ပတ္သက္ၿပီး ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ ေျပာၾကားစဥ္ ႏိုင္ငံေတာ္၏ အတိုင္ပင္ခံ ပုဂၢိဳလ္ထံမွ ျပန္လည္ရရွိသည့္ တံု႔ျပန္မႈေၾကာင့္ ၎အေနျဖင့္ ”တစ္နည္းတစ္ဖံု စိတ္ပ်က္မိသည္” ဟု အေမရိကန္ ဆီးနစ္လႊတ္ေတာ္ အမတ္တစ္ဦးက ေျပာၾကားေၾကာင္း သတင္းမ်ားက ေရးသားထားသည္။

ေဒၚေအာင္ဆန္းစုၾကည္၊ အေမရိကန္ ဒုတိယသမၼတ ဂ်ိဳးဘိုင္းဒင္တို႔ႏွင့္ စက္တင္ဘာ ၁၄ ရက္ေန႔က နံနက္စာစားသံုးရင္း အစည္းအေဝးျပဳလုပ္စဥ္ အဆိုပါကိစၥကို ၎က ေျပာၾကားခဲ့ျခင္းျဖစ္သည္ဟု ရီပတ္ပလီကန္ဆီးနစ္လႊတ္ေတာ္အမတ္ ေဘာ့ေကာ္ကာက ေျပာၾကားသည္။

“ျမန္မာႏိုင္ငံမွာ ဒီမိုကေရစီ ျပဳျပင္ေျပာင္းလဲေရး ေသခ်ာစြာ ျဖစ္ေပၚေစဖို႔အတြက္ ေဒၚေအာင္ဆန္းစုၾကည္ ေဆာင္ရြက္ခဲ့တာေတြကို ကၽြန္ေတာ္တို႔ အေသအခ်ာကို အသိအမွတ္ျပဳေနတဲ့ တစ္ခ်ိန္တည္းမွာပဲ သူမရဲ႕ ႏိုင္ငံက လူကုန္ကူးမႈ ျပႆနာေတြနဲ႔ ပတ္သက္ၿပီး ကၽြန္ေတာ္ဒီမနက္ ေျပာၾကားတာေတြကို အထင္အျမင္ေသးစြာ တံုု႔ျပန္ခဲ့မႈအတြက္ ကၽြန္ေတာ္ တစ္နည္းအားျဖင့္ စိတ္ပ်က္မိပါတယ္” ဟု ၎က အစည္းအေဝးအၿပီးတြင္ ထုတ္ျပန္ခဲ့သည့္ ေၾကညာခ်က္၌ ေဖာ္ျပထားသည္ဟု ႐ိုက္တာသတင္းဌာနက ေရးသားထားသည္။

“ဒီကိစၥမွာ ျမန္မာႏိုင္ငံရဲ႕ စိတ္ပ်က္စရာ မွတ္တမ္းနဲ႔ ပတ္သက္ၿပီး သူမက သတိျပဳမိမႈ မရွိဘူးဆိုတာကုိ မ်က္ျမင္ေတြ႔ရွိၿပီးတဲေနာက္ အျပစ္မရွိတဲ့ လူသားေတြကို အတင္းအဓမၼ ေစခိုင္းဖို႔နဲ႔ လိင္ေက်းကၽြန္ေတြအျဖစ္ ကုန္ကူးေနတာေတြကို တားဆီးဖို႔ သူမအစိုးရရဲ႕ ေဆာင္ရြက္ခ်က္ေတြကို အနီးကပ္ ေသခ်ာစြာ ေစာင့္ၾကည့္သြားမယ္လို႔ ကၽြန္ေတာ္စီစဥ္လိုက္ပါတယ္” ဟု ၾသဇာအာဏာႀကီးမားသည့္ ဆီးနစ္လႊတ္ေတာ္ ႏိုင္ငံျခားဆက္ဆံေရး ေကာ္မတီ ဥကၠ႒ျဖစ္သူ ၎ကေျပာၾကားသည္။

ေဒၚေအာင္ဆန္းစုၾကည္က အဆုိပါကိစၥႏွင့္ ပတ္သက္ၿပီး အေရးမပါသကဲ့သို႔ တုန္႔ျပန္ကာ စိတ္ပူပန္မႈ မရွိသည့္အတြက္ ၎အေနျဖင့္ မသက္မသာ ခံစားရသည္ဟုလည္း ၎က ေျပာၾကားေၾကာင္း ဝါရွင္တန္ သတင္းစာတစ္ေစာင္ျဖစ္သည့္ Roll Call က ေရးသားထားသည္။

ၿပီးခဲ့သည့္ ဇြန္လတြင္ အေမရိကန္ ႏိုင္ငံျခားေရးဝန္ႀကီးဌာနက ထုတ္ျပန္ခဲ့သည့္ လူကုန္ကူးမႈဆိုင္ရာ ႏွစ္ပတ္လည္ အစီရင္ခံစာ၌ ျမန္မာႏိုင္ငံအား အနိမ့္ဆံုးအဆင့္ျဖစ္သည့္ အဆင့္ (၃) တြင္ သတ္မွတ္လိုက္သည္။ အဆိုပါ အစီရင္ခံစာသည္ လူကုန္ကူးမႈ တိုက္ဖ်က္ေရးႏွင့္ ပတ္သက္ၿပီး ထိေရာက္စြာ မေဆာင္ရြက္သည့္ ႏိုင္ငံမ်ားအား ေစာင့္ၾကည့္ ထုတ္ျပန္ျခင္းျဖစ္သည္။ ျမန္မာႏိုင္ငံသည္ ယခင္က အဆင့္ (၂) တြင္ ရွိေနခဲ့ရာမွ အဆင့္နိမ့္က်သြားျခင္း ျဖစ္သည္။

ထိုသို႔ အဆင့္ႏွိမ့္ခ်လိုက္သည့္အတြက္ စိတ္မေကာင္းျဖစ္ရေၾကာင္း ျမန္မာႏိုင္ငံျခားေရး ဝန္ႀကီးဌာနက ထိုစဥ္က ထုတ္ျပန္ခဲ့သည္။ ျမန္မာႏိုင္ငံအေနျဖင့္ လူကုန္ကူးမႈႏွင့္ အဓမၼခိုင္းေစမႈမ်ားကို အရွိန္အဟုန္ျမႇင့္ လုပ္ေဆာင္ေနခ်ိန္တြင္ အေမရိကန္ ႏိုင္ငံျခားေရး ဝန္ႀကီးဌာနက ထုတ္ျပန္သည့္ ၂၀၁၆ ခုႏွစ္၊ လူကုန္ကူးမႈဆိုင္ရာ အစီရင္ခံစာ၌ ျမန္မာကို အဆင့္ (၂)ေစာင့္ၾကည့္ စာရင္းမွ အဆင့္ (၃) သို႔ ေလၽွာ႔ခ်ခဲ့သည့္အတြက္ စိတ္မေကာင္း ျဖစ္မိသည္ဟု ႏိုင္ငံျခားေရးဝန္ႀကီးဌာနက ထုတ္ျပန္လိုက္ျခင္း ျဖစ္သည္။

ျမန္မာႏိုင္ငံအေနျဖင့္ အစီရင္ခံစာတြင္ပါရွိသည့္ အႀကံျပဳခ်က္မ်ားကို အေလးအနက္ထား စဥ္းစားၿပီး လူကုန္ကူးမႈ တိုက္ဖ်က္ေရး အားထုတ္ႀကိဳးပမ္းမႈမ်ားကို ဆက္လက္တိုးျမႇင့္ ေဆာင္႐ြက္သြားမည္ျဖစ္သလို  လူေမွာင္ခိုကူးမႈႏွင့္ လူကုန္ကူးမႈကိစၥရပ္မ်ားကို ႏိုင္ငံတကာ မိတ္ဖက္မ်ားႏွင့္ နီးကပ္စြာ ပူးေပါင္း လုပ္ေဆာင္သြားမည္ဟုလည္း ေဖာ္ျပထားသည္။

‘There is a New Cold War in Asia’: Bertil Lintner

The Irrawaddy asks Swedish journalist, author and Burma expert Bertil Lintner about the changing US-Burma relationship, as Burma’s State Counselor and Foreign Minister Daw Aung San Suu Kyi visits the US this week.

During Daw Aung San Suu Kyi’s trip to the US, do you see the US easing sanctions further, or removing them entirely? Would that be wise?

There are certain sanctions that I believe will not and cannot be lifted, for instance the arms embargo, as long as there is a civil war, and sanctions against certain individuals, some of the so-called cronies, who have been and still are involved in the arms trade and outright criminal activities such as drug trafficking.

The Obama administration is interested in engaging the Burmese military—providing non-lethal assistance and education. Members of some ethnic groups have expressed concern and opposition to this. Under the Ne Win government (1962-88), Burma received arms from the US and some intelligence officers were even trained in the US. Do you see military-to-military engagement being expanded if Daw Aung San Suu Kyi gives the go ahead? After all, she is part of the armed forces family, because her father was the founder of the military. She always insists on having a professional army that is loved by the people. What role do you think she will play?

Under the 2008 Constitution, Burma’s armed forces are autonomous, in the sense that it takes orders only from the commander-in-chief, not the elected government—so Suu Kyi’s role in this regard is very limited. It is only in personal conversations with military officers that she may be able to influence the military. Will they listen to her? That remains to be seen. As for now, it seems to be the other way round. By asserting that they are behind the elected government, the military can capitalize on the legitimacy of that government, especially when it comes to stripping ethnic armed organizations of their claims to legitimacy.

The media has reported that Burmese generals prefer US training and weapons to Chinese variants and are tired of being dependent on China. But we are also seeing more military engagement between China and Burma.

Burma is strategically too important to China to let it go and become a US ally. It’s China’s outlet to the Indian Ocean, and oil- and gas-lines have been built from [Arakan] State to China’s Yunnan province. It is also clear that China has not given up hope that the Myitsone [dam] project will be resumed. There are also other China-sponsored hydroelectric power projects in Burma, for instance on the Salween River. Therefore, China has unleashed a charm offensive with promises to build hospitals and to improve Burma’s infrastructure. And, let’s face it, Burma can’t ignore China, a powerful neighbor. The US is, after all, far away.

Do you think the US’s engagement in Burma has more to do with countering rising Chinese influence than anything else?

We have to bear in mind that human rights and democracy are not the two most important issues that determine US foreign policy.

There is a new Cold War in Asia with an increasingly assertive China on one side and a loose alliance of the US, India and Japan on the other. In May this year, the US announced that it would lift its arms embargo against Vietnam, hardly a democratic nation that respects human rights, but a very useful ally against China.

In 2011, Burma began to drift away from the close alliance it had had with China since crushing the 1988 pro-democracy uprising, [a move that] was welcomed by the US. In fact, Burma is the only example of the US managing to expand its influence at the expense of China’s. But it is a rollback situation that the US has to handle carefully because democracy and human rights are still important issues to many congressmen, senators and civil lobby groups in Washington.

What do you think of the conference organized by the Center for Strategic and International Studies in Washington DC on Tuesday. Some Burma watchers consider it controversial because some participants were supporters of the former U Thein Sein government?

I took a look at the names on the panel and was surprised to see how one-sided it was. Not a single independent voice, only old, pro-Thein Sein people which, by extension, means people who would be more critical of the NLD than of the military.
